Joseph W. Humphrey, Point, [TX]

Representative from the Twentieth district, composed of Wood and Raines counties, was born in Robeson County, N.C., March 28, 1847; acquired a good education in local schools and academies; worked on his father's farm for four years after leaving school; then taught in Mississippi until the fall of 1874; moved to Texas at that time and continued teaching in this state until April, 1876; served as deputy Sheriff of Rains County until 1877; served as deputy County Clerk of Rains county for one year; filled out half of an unexpired term as Tax Assessor of that county by appointment; was then elected to the office and at the expiration of the term entered into stock business, to which he subsequently added farming, in which pursuits he has since been engaged. He read law at leisure moments and in February, 1891, was admitted to the bar, since which time he has been actively and successfully engaged in practice at Point, in Rains county.

He has attended numerous Democratic county, district and state conventions, has stumped his district many times for the Democratic ticket; has been one of the leaders in his county for years, and in 1885 and 1889 represented it with distinction in the House of Representatives of the Nineteenth and Twenty-first Legislatures.

In the House of the Twenty-fifth Legislature he is Chairman of the Committee on Labor and a member of the following committees; Constitutional Amendments, State Affairs, Revenue and Taxation, and Privileges and Elections.

He favors redeeming all the platform pledges of the state Democracy, and all recommendations contained in Governor Culberson's message save that asking that counties be made responsible for mob violence committed by their inhabitants.

Mr. Humphrey is a member of the Cumberland Presbyterian church and Masonic fraternity.

He was married in Rains County, Texas, November 15, 1881, to Miss Mary J. Bellah, daughter of Allen Bellah, of that county, and has four children; Nancy C., fourteen; Martha Ann, twelve; Allen A., eight, and Joseph R., one year of age.

Circa 24 APR., 1934. 1932?
From a Leader newspaper article. The article reads as follows: Judge J. W. Humphrey Died Early Sunday Night.:
Judge Humphrey of Point, one of Rains County's older citizens, a man well known throughout the county, neighboring counties and a large acquaintance throughout the State, died at his home near Point about 8 o'clock Sunday night after a few days illness and his remains were buried Monday afternoon in the Bellah Cemetery fives miles Northeast of Point, following funeral services held in the Point Union Church by W. E. Graham, pastor of the Presbyterian church of Greenville. The remains were then turned over to the Masons who performed their last said rites at the grave.

What was pronounced by some as the most gorgeous display of beautiful flowers ever exhibited in our little county, marked the high respect held for the deceased. Friends gathered from all over the county and neighboring counties to pay their respects, among whom were noted: Senator Joe Moore, Representative W. B. Vaugham, Hon. B. M. McMahan and Will A. Harris of Greenville; Rev. and Mrs. J. E. Fulkerson of Dallas.

The editor has been acquainted and has counted this good man as a friend for the past thirty-five years, and we are frank to say that it has never been our privilege to know a man more worthy than Judge Joe Humphrey, and the influence of his life has always stood out for the things he believed was for the betterment of mankind. He not only advocated the better things for this life, but practiced such life.

Judge Humphrey was born in Lumberton, North Carolina and had lived to the ripe age of 85 years when removed from among as by death. He had been a resident in Rains County for fifty eight years. He first started his always busy life in Rains County as a farm hand. He then taught school and later was appointed as deputy sheriff. Later he was appointed Tax Assessor, was elected County Attorney, which office he was holding when the last call was answered. Also, he had served the county as Surveyor for a number of years, was elected to the Legislature where he served with distinction, and during this long period of service to his county he never neglected his religious obligations, being always faithful and a live worker for all endeavors undertaken for good. He bears the distinction of having organized and fostered the first Christian Endeavor organized in the county. Five years ago, the good people of Point joined in celebration of his eightieth birthday at the Union Church at Point, and doubtless this was among the happiest occasions of his life - to be remembered by his friends.

He married Miss Jane Bellah [Indv. #1343] and he is survived by his companion and four children. The children surviving are: Mrs. R. N. Couch [Indv. #1420] of Pecos; Mrs. W. E. Stovall [Indv. #1421] of Greenville; A. A. Humphrey [Indv #1422] of Point and Joe R. Humphrey [Indv #1344] of Austin.
The Leader would join with the many friends of the family in offering condolence to the bereaved. His common name was 'Joe.' He resided in 1930 at Rains County, TX. 1930 census, Precinct 4, District 6, dwelling #250.

7 APR., 1879.
Letter from Willie H. Humphrey to J. W. Humphrey [Indv. Record #1342] The letter reads as follows:

April 7th A.D. 1879

Mr. J. W. Humphrey, Dear Brother:

Your welcome favor of 4 Ult. came to hand in due time and was anxiously read -- you cannot imagine the pleasure it affords us to receive intelligence from you, and especially after a long silence -- and besides you have happened to so many misfortunes since you left us -- we shall be anxious about you until we hear from you again because of so many sick out there.

Suppose you are assessing now, well, I should think that a very pleasant, responsible occupation. I might have written sooner but mt leisure hours are filled with patching gear, fixing tools, picking or culling corn, reading, etc...being that I am a jack at all trades. How are your friends? we have been having some very cold weather. I think fruit is destroyed. Polly Ann Glover married Arch Baxley, he (Watts) is well respected in his neighborhood -- Mercer neighborhood. Uncle Daniel [Harrell] [Indv Record #1371] and Aunt are living at his place -- her place was only hers during her life or widowhood -- it has been sold. Dr. Rozier bought. I think he paid $1.77 per acre.

Do not be troubled about what you owe me own your taxes -- my average expenses during the year, for my own person do not exceed $10. I have this though bought a watch which costs me $15.25 and a bridle and saddle $65.00 making a total of $80.25 -- and now I only owe $3.65 and no hurry about that. There is no danger of Father's neglecting your taxes but if he should I will promise you that I will try to see that it runs to no cost. Twenty three more days and I shall be subject to taxation. James [Indv. Record #1345] is having timber hewed to build -- though I do not know how soon his notion will change and he will be in for something else. We are not done planting corn but expect to finish this week -- are not going to plant much cotton this year -- depend chiefly on corn, potatoes, wheat, rice, and oats.

The Sinhharv case of which I suppose you read in the Robesonian, was postponed till next court. Our last Legislature did a great deal of very good legislation but fully as much of useless stuff as might have been expected of a body so badly mixed.

It is a very sad subject on which to meditate seriously, that you are so far away from any of us and sickness prevailing, probably if you were to be confined we would never hear from you, or if at all, not in a month -- now I know how it is with any person away off from their people, many a time they would defer writing, when this is the time most of all that they want to hear often.

This section has been for the past twelve months more unhealthful than for many years. Father has paid more Dr.'s bills than for several years and yet there has not been a doctor in the house -- do not suppose the bill was more than $5.00. Mother seems to be somewhat rheumatic, still the rest are in common health.

We had a campaign about two months ago caused by the death of the Clerk of Superior Court (H. B. Regan) it being the duty of the judge to appoint, there were strong petitions sent up by 6 or 7 men if no more and it is even said that one or two men were applying before the vacancy occurred while Mr. Regan was on his death bed -- and now they say the appointment is not legal. Dr. William A. Dick of Lumberton died about two weeks ago.

Dr. Williams has gone into mercantile and turpentine business again, well it does seem that Dr. wants to get along -- but is poor manager. Least I weary you I will close. They are hurrying me to go to bed and it is past time. Write soon to your affectionate brother.

25 JAN., 1889. Letter from Willie H. Humphrey to J. W. Humphrey. [Indv. Record #1342] The letter reads as follows:

Lumberton, NC Jan. 25, 1889

Dear Bro.,

Yours of 7th Inst. to hand sometime ago and merited an answer ere this, and but for such want of time I should have written before. I am teaching at a distance of four miles from home and have enrolled 35 students which keeps one pretty busy at school, then I have been doing a good deal of Magisterial work recently, besides trying to over look my domestic affairs and giving all the aid I could, when necessary to mother and the girls. We have not got mother off to the Asylum yet, as we hoped that she would recover her reason after a little time and as it required some time to go through the routine of getting admittance.

I think we will get her off about the middle of next week -- I suppose we will have to pay for transportation and furnish clothing, etc. but I think her board and treatment will be met by public expense. We will not call on you for any help yet as we think we can bear it a little while and we hope she will be returning to us soon fully recovered. I have never done much on what you required of me ("i.e. to use one half of the balance on note to make Father's and Mother's burden lighter, etc.") because I have had nothing to spare and for the reason that Father told me not to, till we would see if they would need it more when older and more feeble. He said that it was certainly very kind of you but that he preferred that I would not let Mother or the rest of the family know about it; I have let them know now thinking it best. I am thinking now of trying to borrow the money now on my credit and apply it in defraying her "out-lay" expenses while the rest of us give her the personal attention otherwise. Would that be consistent with your desires? She says she wants to go to the asylum but we cannot tell whether there is any sincerity in the assertion or not, but apprehend that when the time comes she will have to be carried by force -- one of us boys will accompany her -- her general health is very good now it seems -- better than before she lost her reason. I think there is not so much violence about her as there was before. I will try to keep you posted about her. So much for Mother. ____Well, Brother, I am sorry that you have not kept up your Church relations -- you are very dear to us all. We are all members of the Methodist Church and so far as I can judge are living consistent with such obligation or as near so as depraved human beings generally do. As for the christian evidences of the rest I am not able to say -- can say for myself that mine are not as bright as I would like nor as I used to think a person must be to be a Christian but i have some evidences and I feel an ardent desire for the success of the church of all religious denominations and for the salvation of my own soul and those of others especially those who are near and dear by the ties of nature. I do not think that Father had the least idea but you were working member of the Presbyterian church. As you know it was his custom to hold family worship morning and evening and although very devout did not often deviate from his regular form of phraseology. When you wrote him that you had joined the Presbyterian church you also wrote him to "Remember you at th Throne" and I don't remember ever hearing him pray in the family after that when he didn't say and "Grant with us to remember or bless the absent one or ones of this family, etc." I do not think that he or any of the rest ever looked upon you as "Prodigal" as you say, -- All are and were always glad to hear from you and always manifest a deep interest in you. When we, any of us, receive the Rains County Record the first thing is to search eagerly to find if there is anything about you. If we fail to find anything about you the paper is often laid down and not read as there is nothing incentive to us in it. I mention these things simply to show you that there is ever an abiding interest in you at home. Of course we would like to have you here with us and believe that with your energy, economy and zeal that it might be as well for you here. I have tried to pray for you every day, often many times a day since you wrote and by the Grace of God will continue so to do. It is not necessary for me to cite you to any of the precious passages of Scripture for out encouragement as you are doubtless more conversant with the Bible than I, but I will say there is great consolation and comfort for me in the Truth that while I am a great sinner, Christ is a greater saviour and that my sins though great, cannot surpass the Power and Glory of His Grace. \par \tab I am glad to know that you again have the honor of representing your District in the Legislature. Would say that against my earnest protest my name was used in our last convention for representative. I don't know as I would have objected though if I had not thought my chance for nomination for Reg. of Deeds, good; and I was next to the foremost candidate and even beat him one ballot or received a plurality of ballots cast.

Later, Feb. 4th, 1889

I got broken off from finishing my letter to you and so I concluded to wait till Brothers J. S. [James Simpson Humphrey] [Indv. Record #1345] and F. P. [Franklin Pierce Humphrey] [Indv. Record #1401] would return from the Asylum, where they went to carry Mother -- they have returned and the news is very satisfactory. I borrowed the amount necessary to carry her ($16.75) from Uncle Hugh [Hugh W. Harrell] [Indv. Record #1375] -- we had the presence of Uncle Joe [Joseph F. Harrell] [Indv. Record #1374] in getting her off. I think Mother will be back before many months all right or at least I have a strong hope to this effect. The girls Mary [Indv. Record #1338] and Catherine Ann [Indv. Record #1402] will remain at the old homestead -- have hired a boy to farm for them.

I intended to say in regard to Father that his life seemed to grow more sweet as long as he lived, but still he never did intimate that he wanted any of us to stay on there; neither did he ever say that he wished to be done with his effects, although I believe he thought his race was nearly run.

We buried him plainly and decently on the old place not more than 70 yards up the hill from the West end of a little ditch that you had cut down beside the drop.

Would like to write a great deal more but time is short.

Write soon to your affectionate brother.

His 667 majority was a marvelous victory, when we consider that the fusion majority in 1896 was 1500 and that his opponent was one of Butler's chief lieutenants and one of the shrewdest of politicians.

His father, Alex Humphrey, was one of the commissioners who "held Robeson and saved the state" in the dark days of the seventies.

He is a successful farmer and has been for many years one of the leading teachers in the common schools of the county. we are pleased to present to our readers the picture of a man who is one of Robeson's best and truest citizens, but a representative of the highest type of Christian manhood.

He is 41 years old, of Democratic ancestry, and has never ceased to champion the principles of democracy.
